HSE Advisor

Cammach is currently recruiting for an HSE Advisor (Renewables) on behalf of our client, an international Oil & Gas Operator, based in their London, UK office. This is a 12-month PAYE contract opportunity offering a hybrid working arrangement and competitive rate, with occasional site visits required.

ROLE

• The HSE Advisor is responsible for ensuring effective HSE onboarding, mobilisation readiness, contractor assurance and ongoing HSE performance management of EPC, ICP and Owner's Engineer organisations supporting UK onshore renewable projects.
• The role supports the company in fulfilling its duties under UK health, safety and CDM legislation while ensuring implementation of the HSE requirements throughout project execution. Acting as the key interface between project teams, contractors and assurance functions, the position verifies that competent resources, management systems, safe systems of work and leadership arrangements are established prior to mobilisation and effectively maintained throughout all phases of construction.

RESPONSIBILITIES

Contractor Onboarding & Mobilisation Readiness

• Manage a structured HSE onboarding and mobilisation readiness process for EPC and ICP contractors
• Review and approve key pre‑construction HSE deliverables, including:

• • EPC and ICP HSE Management Plans
  • Construction Phase Plans (CDM)
  • Risk assessment and method statement frameworks
  • Emergency response and crisis management arrangements

• Verify contractor organisational readiness, competence, resourcing and leadership arrangements prior to mobilisation
• Maintain ongoing engagement with EPC and ICP contractor leadership teams to verify continued implementation of approved HSE arrangements, management systems and contractual HSE requirements throughout project execution.

Contractor Implementation & Execution Support

• Support and monitor ongoing implementation of EPC, ICP and major contractor HSE arrangements during mobilisation and project execution, focusing on continued compliance with approved HSE management systems, plans, controls
• Ensure consistent implementation of the HSE referential, Golden Rules, Life-Saving Rules, Contractor Management requirements and UK legal obligations by EPC, ICP and Owner's Engineer organisations.
• Conduct mobilisation readiness reviews, audits and site visits as required
• Ensure effective communication and transfer of HSE information, risks and controls to the Project team and Site HSE Supervisor
• Provide specialist HSE support during early construction to address emerging issues or gaps
• Monitor implementation of agreed corrective actions, improvement plans and mobilisation commitments through regular engagement, site visits and project governance forums.
• Verify that appropriate arrangements are established and maintained by Principal Designers and Principal Contractors to meet CDM requirements throughout project lifecycle.

Contractor Performance Management

• Monitor EPC, ICP and Owner's Engineer HSE performance throughout project execution.
• Review leading and lagging HSE indicators.
• Participate in performance review meetings with contractor management teams.
• Challenge underperformance and drive completion of improvement actions.
• Escalate significant HSE concerns through project governance processes.
• Support development and implementation of contractor improvement plans.

Collaboration with Site HSE Supervisors

• Work closely with Site HSE Supervisors to support consistent implementation of approved HSE arrangements
• Support resolution of contractor system, compliance or capability gaps identified during execution
• Capture lessons learned from mobilisation and early construction phases to support continuous improvement

Governance, Assurance & Continuous Improvement

• Act as the principal HSE focal point for contractor assurance and CDM compliance on behalf of Renewables UK during project execution.
• Maintain standard onboarding tools, checklists and assurance processes
• Ensure alignment with Company HSE standards, UK legislation and CDM Regulations
• Support internal audits, assurance activities and management reviews related to contractor HSE performance
• Capture and share Return of Experience (REX) to improve future contractor onboarding and mobilisation

REQUIREMENTS

• Extensive experience in HSE roles within construction, energy or major infrastructure projects
• Proven experience working with EPC contractors and complex construction supply chains
• Strong background in pre-construction HSE assurance, contractor management and mobilisation readiness
• In depth knowledge of UK construction health and safety legislation, including CDM Regulations
• Strong understanding of HSE management systems and risk-based assurance
• Ability to identify contractor capability, leadership, safety culture or implementation gaps and support practical resolution through engagement with project and contractor teams
• Experience reviewing construction phase plans, risk assessments and contractor HSE organisations
• Ability to influence and engage effectively in commercial and contractual discussions
